29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):       a) Homestead Painting LLC at 1200 Cherokee Street, Denver, CO 80204:  On or before June 20th, 2014, an employee was exposed to a fall hazard while accessing a balcony from an aerial lift as no fall protection was being used.  Frequent and regular inspections of the job site had not been conducted to identify safety hazards.

The employee was exposed to a fall hazard as the employee was not wearing a harness/lanyard while accessing the balcony from the aerial lift.

29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided:     a) Homestead Painting LLC at 1200 Cherokee Street, Denver, CO 80204:  On or before June 20th, 2014, employees onsite had accessed both the back deck and condo balconies using ladders and an aerial lift.  Employees were exposed to fall hazards as ladders were not adequately used in transition areas to address breaks in elevation exceeding 19 inches in elevation.
