29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii)  a. 1735 Rt 46 East Parsippany, NJ - Front of building     Employees were observed performing masonry (stucco) activities from a welded tubular frame scaffold that was not fully planked between the front uprights and the guardrail supports, thereby exposing employees to fall hazards of approximately 11 feet to the ground below.     Violation observed on or about 06/30/2014

29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used.  Crossbraces were used as a means of access.   a. 1735 Rt 46 East Parsippany, NJ - Front of building   Safe access and egress to the welded tubular frame scaffold was not provided to the work platform.  Employees were observed egressing a welded tubular frame scaffold work platform by climbing on the frame.  Violation observed on or about 06/30/2014
