29 CFR 1910.147(c)(1): The employer did not establish a program consisting of an energy control procedure, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative:      a) A safety program was not developed by the employer that provided for the isolation & control of hazardous energy sources present during service of equipment such as gas-fired heaters; nor implemented through the training of employee(s) authorized to perform such appliance repair / service.  Pool technician(s) & other service technicians  employer did not develop & implement.       Pursuant to 29 C.P.R. 1903.19, within ten (10) calendar days of the abatement date, the employer must  submit documentation showing that it is in compliance with the standard, including describing the steps  that it is taking to ensure that employees are trained on the recognition of applicable energy sources, the  type and magnitude of the energy available and the methods and means necessary for energy isolation  and control. 29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a) A written health & safety program for communication of chemical hazard information to exposed employee(s) was not developed by the employer.  Service Technicians work on heating systems with flammable fuel gas(es) and use adhesives & cleaners with irritant properties.  Pool maintenance field staff have contact with water treatment chemical(s) representing corrosive eye contact hazard.     Condition(s) were noted on or about 7/25/2014.
