29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):    (a)  On or about July 21, 2014, JD Vigil Home Services, as controlling employer, did not ensure that employees of Santiago Roofing, subcontractor, were protected from construction site hazards through a program of frequent and regular inspections conducted by a competent person.           Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
