Except as provided in 1926.500(a)(2) or in 1926.501 (b)(1) through (b)(14), each employee on a walking/working surface 6 feet (1.8 m) or more above lower levels shall be protected from falling by a guardrail system, safety net system, or personal fall arrest system.  a.  At the site located at Swamp Road in Pataskala, Ohio, employees were performing work on a wooden billboard without the use of fall protection, exposing them to a 35 foot fall hazard.

29 CFR 1926.1431(b)(1): When using equipment to hoist employees, the employees must be in a personnel platform that meets the requirements of paragraph (e) of this section.  a. At the site located at Swamp Road in Pataskala, Ohio, an employee was hoisted in a personnel platform that did not meet the requirements of paragraph (e) of 1926.1431, in that it was not designed by a qualified person familiar with structural design of personnel platforms and was not equipped with a required guardrail system, exposing the employee to a 20 foot fall hazard.
