29 CFR 1926.651(k)(1):   An inspection of the excavations, the adjacent areas, and protective systems was not conducted by the competent person prior to the start of work and as needed throughout the shift:   Employees working in a 14 foot excavation composed of class B soil and a competent person did not perform a manual analysis to determine quantitative as well as qualitative properties of soil and to provide more information in order to classify soil properly.
