29 CFR 1910.1028(e)(1)(i): Determinations of employee exposure were not made from breathing zone air samples which were representative of each employee's average exposure to airborne benzene   At this location, Operators were exposed to benzene when gauging the quantity of crude oil in tanks and driving a truck on the site. The employer failed to determine the employees exposure to benzene:  a) an Operator was exposed to airborne levels of Benzene at 0.28 parts per million (8-Hr time-weighted average) while gauging tanks. This level is 0.28 times below the OSHA Permissible Exposure Limit (PEL) of 1 part per million. The Operator was exposed to airborne levels of benzene at 0.56 parts per million (Short Term Exposure Limit). This level is 0.113 times below the OSHA Short Term Exposure Level (STEL) of 5 parts per million. Sampling was performed on August 5, 2014, for a period of 287 minutes. Zero exposure is assumed for the remaining 193 minutes.   b) an Operator was exposed to airborne levels of benzene at 0.0043 parts per million (8-Hr time-weighted average) while driving a truck around the site. This level is 0.004 times below the OSHA Permissible Exposure Limit (PEL) of 1 part per million. The Operator was exposed to benzene at 0.01 parts per million (Short Term Exposure Limit). This level is 0.002 times below the OSHA Short Term Exposure Level (STEL) of 5 parts per million. Sampling was performed on August 5, 2014, for a period of 304 minutes. Zero exposure is assumed for the remaining 176 minutes.
