29 CFR 1960.8(c):  The Agency did not develop, implement, and evaluate an occupational safety and health program in accordance with the requirements of section 19 of the Act, Executive Order 12196, and the basic program elements prescribed in this part, or approved alternate program elements:   (a)  All Department of Education Locations in Washington, D.C. - the employer did not develop, implement, and evaluate an occupational safety and health program for any of their Washington, D.C. locations, on or about August 26, 2014.    The U.S. Department of Education was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1960.8(c) which was contained in OSHA inspection number  902922, citation number 1, item number 1 and was affirmed as a final order on 11/15/2013 with respect to the Department of Education, Washington, DC.  Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
