29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person.   Workers were observed engaged in commercial construction activities building multi-unit housing facility for the elderly. Workers were exposed to potential fall hazards and regular and frequent inspections by a competent person were not conducted to ensure that the jobsite, materials, and equipment such as fall protection systems were maintained and utilized in a safe manner.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    Workers were observed engaged in commercial construction activities building multi-unit housing facility for the elderly. Workers were exposed to potential fall hazards between 8.6 feet and 18.0 feet in that a proper fall protection system was not utilized.
