29 CFR 1910.1000(c): An employee(s) was exposed to Respirable Silica Quartz in excess of the 8-hour time weighted average (TWA) limit of 0.556 milligrams per cubic meter (mg/m3) as calculated by the formula listed in Table Z-3:  (a) Penn Mar Castings, Incorporated - Molding Department - The Sand Machine Operator was exposed to Respirable Silica Quartz at an 8-hour TWA of 4.40 mg/m3. This exposure was 7.89 times the Permissible Exposure Limit (PEL) of 0.556 mg/m3 as calculated from the 16 %  silica sample collected for 476 minutes on, February 17, 2015.   Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d):  (a) Penn-Mar Castings, Incorporated - Molding Department - The employer did not implement administrative or engineering controls for the Sand Machine Operator who was exposed to 7.89 times the permissible exposure limit for Respirable Silica Quartz, on or about February 17, 2014.  GENERAL METHODS OF CONTROL APPLICABLE IN THESE CIRCUMSTANCES INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:  Train employees operating the Sand Machine filling tube to put the tube as close to the mold as possible and to keep their head (breathing zone) out of the dust generated during the filling process.    ABATEMENT NOTE:      All proposed control measures shall be approved for each particular use by a competent industrial hygienist or other technically qualified person.  Forty-five (45) day progress reports are required during the abatement period.          *STEP 1      Effective respiratory protection shall be provided and used by employee(s) as in interim protective measure.          *STEP 2       Submit to the Area Director a written, detailed plan of abatement outlining a schedule for the implementation of engineering and/or administrative measures to control employee exposure to hazardous substances as referenced in this citation.        This plan shall include, at a minimum, target dates for the following actions which must be consistent with the abatement dates required by this citation:    1. Evaluation of engineering/administrative control options.    2. Selection of optimum control methods and completion of design.    3. Procurement, installation and operation of selected control measures; and    4. Testing and acceptance or modification/redesign of controls.          *STEP 3       Abatement shall have been completed by the implementation of feasible engineering and/or administrative controls upon verification of their effectiveness in achieving compliance.
