29 CFR 1926.501(b)(13): Employees engaged in residential construction activities 6 feet (1.8m) or more above the lower levels were not protected by guardrail systems, safety net systems, or personal fall arrest systems:    On or about October 14, 2014 and at times prior thereto, employees were working on the roof of a residential home. Two employees were observed working without any form of fall protection. These employees were exposed to fall hazards of more than 6 feet to the ground below.

29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury:     On or about October 14, 2014 and at times prior thereto, the employer failed to instruct his employees in the recognition of unsafe conditions or how to eliminate any hazards. Two employees were observed working without any form of fall protection which exposed them to fall hazards.
