29 CFR 1926.452(w)(2): Scaffold casters and wheels shall be locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold is used in a stationary manner.   At the worksite on 606 5th Ave. New York, NY 10020, the employee was taping, and sanding the ceiling standing on a mobile scaffold. The wheels on the scaffold were not locked to prevent movement of the scaffold. The condition was noted on or about October 17, 2014.   NOTE: BECAUSE ABATEMENT OF THIS VIOLATION IS ALREADY DOCUMENTED IN THE CASEFILE, THE EMPLOYER NEED NOT SUBMIT  CERTIFICATION NOR DOCUMENTATION OF ABATEMENT OF THIS VIOLATION AS NORMALLY REQUIRED BY 29 CFR 1903.19.
