29 CFR 1903.19(d)(1): The employer did not submit to the Agency documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required.  a) The employer failed to provide documentation and certification for abatement of citation 1 item 1 in which employees were not protected by guardrail systems, safety net system, or personal fall arrest system, nor was an alternative fall protection measure provided. Condition noted on or about 10/27/14.  b)The employer failed to provide documentation and certification for abatement of citation 1 item 2 in which the employer did not provide a training program for each employee potentially exposed to fall hazards. 29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, nor was an alternative fall protection measure provided:  a- 407 Barnegate Avenue, Shipbottom NJ: Employees were exposed to fall hazards, of approximately 19 feet to the ground surface below, when performing framing and other related activities. Condition noted on or about 10/27/14.   Express Construction 3 Corporation was previously cited for a Repeat violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 949464, citation number 2, item number 1, and was affirmed as a final order on 06/25/14, with respect to a workplace located at 1000 Fawn Drive, Williamstown NJ.  Express Construction 3 Corporation was previously cited for a Serious violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 313983983, citation number 1, item number 3, and was affirmed as a final order on 03/25/11, with respect to a workplace located at 1471-1505 Siant Georges Avenue, Roselle NJ.  NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATMENT DOCUMENTATION FOR THIS ITEM.  FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.

These employees had not received fall protection training from the company.  Condition noted on or about 10/27/14.
