29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s)    a) On or about October 7, 2014, Exceptional Exteriors, as a controlling employer, did not provide or maintain programs and conduct effective inspections of the job site to ensure that Marcelino Quintanilla (subcontractor) protected their employees from falls greater than 20 feet while performing re-roofing activities.
