(a) Southeast Balcony, Rear of Main House - On or about November 3, 2014 employees was working from a mobile scaffold that was at the edge of a balcony.  The scaffold did not have guardrails to prevent employees from falling 17 feet to ground.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:     (a) Jobsite - On or about November 3, 2014 employees were not provided training on how to recognize, prevent, eliminate and minimize fall hazards.  Employees were working from elevated surfaces that were more than 6 feet above a lower level.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.       (a) Southeast Balcony, Rear of Main House - On or about November 3, 2014 employees were exposed to a 21.5 foot fall hazard while working from a scaffold. The scaffold was located adjacent to the outside edge of the balcony. Employees were not protected from falling to a lower level by the use of a guardrail system or personal fall arrest system or safety net system.
