29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person: a. Site - Employees performing siding and window replacement were not protected from hazards associated with unsafe scaffolding, unguarded saws, and improper use of ladders when the employer failed to initiate a program that would provide inspections of the jobsite in order to identify and correct hazards.
