OSH ACT of 1970 Section (5)(a)(1): Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck-by and crushing hazards:  a)  Work Site:  Highway Work Zone located at the Eastern Spur of the Northern Bound NJ Turnpike, MP 113.8, Secaucus, NJ  Employees were exposed to the hazard of being struck by construction vehicles within a highway construction zone. The employer did not establish a pre-planned traffic pattern for construction traffic and provide a guide/spotter for the sweeper when operating in reverse in order to ensure the safety of the employees working and walking within the construction work zone.       Violation occurred on or about 7/11/14.       b)  Work Site:  Highway Work Zone located at the Eastern Spur of the Northern Bound NJ Turnpike, MP 113.8, Secaucus, NJ  Employees were exposed to the hazard of being struck by construction vehicles within a highway construction zone. The employer did not implement controls, such as the use of a mechanical assistive device or spotter, while sweeper(s) were operating in reverse, to ensure the safety of the employees working and walking within the construction work zone.       Violation occurred on or about 7/11/14.
