On the jobsite located approximately at 1706 Nebraska Street, Blair, NE 68008: The employer is failing to ensure that employees using a Werner Pump Jack Scaffold were protected from fall hazards greater than 10 feet while installing vinyl siding. An employee was exposed to a fall of approximately 15.1 feet on the West side of the residence.

29 CFR 1926.501(b)(13):  Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were other provisions of paragraph (b) of this section used to provide an alternative fall protection measure:     At the jobsite located at 1706 Nebraska Street, Blair, NE 68008:    The employer failed ensure that employees engaged in residential construction activities were protected from falls while working at heights greater than 6 feet from lower levels. On or about December 8, 2014; employees of Young Woo Shin were observed on the roof of the residence while installing vinyl siding exposed fall heights of approximately 15.1 feet.

29 CFR 1926.503(a)(1):  The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures           to be followed in order to minimize these hazards:    Jobsite located approximately at 1706 Nebraska Street, Blair NE 68008:  The employer is failing to provide a training program to ensure that employees minimized hazards when exposed to fall hazards. An employee of Mr. Young Woo Shin was observed by a performing residential vinyl siding installation activities while exposed to an approximate fall distance of 15.1 feet; conventional fall protection was not being used.
