29 CFR 1926.34(a): A lock or fastening to prevent free escape from the inside of any building was installed:  (a) In the Humboldt Post Office, a temporary door leading to the exit from the back area to the lobby was latched and tied with a wire during renovation of the Post Office.  (b) In the Humboldt Post Office, the west door was usually locked to prevent unauthorized entry from the street impeding the ability to safely exit the building.

29 CFR 1926.34(c): Means of egress was not continually maintained free of all obstructions or impediments to full instant use in the case of fire or other emergency.  (a) In the Humboldt Post Office, a temporary exit access between a table and the front counter measured approximately 26 inches wide impeding the exit access.
