29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:  On or about February 2, 2015, at the job site located at 144 Creekside Drive in Austin, Arkansas, employees installing heating and air conditioning equipment, were using the top and top step of an eight foot step ladder to access the attic area of the residence. These conditions exposed the employees to the hazard of falling from heights of 8 to 10 feet to the concrete floor below.
