29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person.   On 9 February 2015, and at times prior thereto, the employer did not conduct frequent and regular inspections of the jobsite located at 614 Choke Canyon Lane, exposing the workers at the site to various safety hazards including, but not limited to:  1. Two framers performing cornice work were exposed to struck by hazards to the head and eyes from either flying debris or falling, tools, materials, and debris while using both a pneumatic nail gun and hand-held circular saw.  2. One of the workers was utilizing a scaffold without fall protection, exposing the worker to a fall hazard of approximately 14 feet 7 inches to the ground below.   3. A worker on the ground was using an extension cord that was damaged with copper showing, exposing that workers to an electrical hazard of approximately 120 volts.
