29 CFR 1910.1025(e)(1)(i): For any employees exposed to lead above the permissible exposure limit for more than 30 days per year where engineering and work practice controls (including administrative controls) were feasible, but did not reduce the employees' exposure to or below the permissible exposure limit, the employer did not use engineering and/or work practice controls to reduce exposures to the lowest feasible level: Window Master, Dublin, NH - The employer failed to utilize and/or maintain effective ventilation systems or other work practice controls to reduce the employee's exposure to or below the permissible exposure limit for the following area: a. Steam Stripping Room - On or about March 5, 2015, the employer exposed employees to an airborne lead level of 465 micrograms per cubic meter, 9.3 times the permissible exposure limit (PEL) of 50 micrograms per cubic meter, while performing steam stripping, scraping, and sanding. To abate this violation, the employer must ensure that it implements engineering and work practice controls (including administrative controls), for any employees exposed to lead above the permissible exposure limit for more than 30 days per year so as to reduce and maintain employee exposure to lead to the lowest extent feasible. Pursuant to 29 CFR 1903.19, the employer must submit documents describing the steps it is taking to ensure compliance immediately upon receipt of the citation, including an explanation of how engineering and work practice controls (including administrative controls) are implemented to protect its employees from overexposures to lead.

Routing Room - On or about March 5, 2015, the employer exposed employees to an airborne lead level of 52.5 micrograms per cubic meter, 1.05 times the permissible exposure limit (PEL) of 50 micrograms per cubic meter, without having evaluated the job task to determine the level of lead that the employees could be exposed to while perform routing on sashes that potentially contain lead. c. Production Area - On or about March 5, 2015, the employer exposed employees to an airborne lead level of 6.85 micrograms per cubic meter where sanding, cutting, and other finish work were being performed, without having evaluated the job task to determine the level of lead to which employees could be exposed.
