29 CFR 1926.1404(q)(1): The outriggers or stabilizers must be either fully extended or, if manufacturer procedures permit, deployed as specified in the load chart.  Worksite: The outriggers or stabilizers were not used per manufacturer recommendations.  Consequently on or about 02/18/15 the truck crane being used tipped over causing damage to the crane and vehicles in a parking lot.

29 CFR 1926.1430(c)(1): Operators-in-Training for equipment where certification or qualification is required by this subpart. The employer must train each operator-in-training in the areas addressed in �� 1926.1427(j). The employer must provide re-training if the operator-in-training does not pass a qualification or certification test.  Worksite: The employee operating the crane was not trained, certified, or qualified to operate the crane per manufacturers recommendations.  Consequently on or about 02/18/15 the crane being used tipped over causing damage to vehicles in a parking lot.
