29 CFR 1910.23(c)(1): Open-sided floor(s) or platform(s) 4 feet (1.22 m) or more above the adjacent floor or ground level were not guarded by standard railings (or the equivalent):  At the location of 309 E. Douglas, in Wichita KS., employees engaged in performing maintenance on Christmas light timers and Christmas lights on the east building were exposed to fall hazards of approximately 30 feet to the concrete below. The employees were exposed in that a fall protection system was not in place to keep them from falling.
