29 CFR 1926.20(b)(2):     Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.    An employee conducting welding activities on the roof of a steel structure during construction was exposed to a fall hazard of over 21 feet and the employer did not ensure the employee used a suitable form of fall protection.
