29 CFR 1910.23(a)(4):  Skylights were not guarded by a standard skylight screen or a fixed standard railing on all exposed sides:  Roof of the building at Hartt Transporation Systems Inc, Auburn - Three opaque fiberglass roof panels, each approximately 3 1/2 feet by 10 feet, were not capable of supporting a person's weight and were not guarded to prevent an employee from falling through them.  On 3/5/15 an employee removing snow from the roof stepped through one of the three roof panels and fell approximately 20 feet to the floor below.
