29 CFR 1926.501(b)(13): When another provision in 29 CFR 1926.501 paragraph (b) did not provide for an alternative fall protection measure, and the employer could not demonstrate that it was infeasible or created a greater hazard to use fall protection systems, each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system:  This violation was observed on or about March 27, 2015, at a workplace located at 597 Bordeaux Dr., Rockwall, Texas 75087; where:  a) At least one employee, who was installing rafters, was sitting on the exterior top plate exposed to the hazard of falling more than 19-feet to the lower level.  b) At least one employee, who was walking and working from interior top plates, was not protected from falling more than 9-feet to the lower level.  c) At least two (2) employees, who were working from the second floor, were not protected from falling more than 10-feet to the lower level.
