29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authority to take promp corrective measures to eliminate them) designated by the employer:   (a)  On or about March 23, 2015, Carmelo Construction LLC, as controlling employer, did not ensure that employees of Juan Manuel Roofing LLC, subcontractor, were safe from fall hazards during reroofing activities by conducting frequent and regular inspections of the job site and taking necessary corrective measures.  Abatement Note:  Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
