Such activities were not performed by experienced and trained employees selected for such work by the competent person:    a) On a tubular scaffold, on or about April  8, 2015, employees without fall protection were exposed to fall hazards of 19 feet in height to the unpaved ground below when working from a scaffold that was not erected under the direction of a competent person, while performing stucco work on a residential home.       b) On a tubular scaffold, on or about April  8, 2015, employees without hard hats were exposed to struck-by hazards when working from a scaffold without toe boards, while performing stucco work on a residential home.
