OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees:     a) EPC Powder Manufacturing Inc., 101 Loomis St., North East, PA.  On or about April 10, 2015, employees were potentially exposed to fire and explosion hazards from a powder coating booth that was located inside the building and was not equipped with devices and systems to isolate and prevent the propagation of explosions.  The booth functioned as a dust collector and collected dust associated with the powder coating manufacturing which included, but was not limited to, aluminum flake powder and the dust generated from the cleaning of mixing parts.

29 CFR 1910.307(c): Equipment, wiring methods, and installations of equipment in hazardous (classified) locations were not intrinsically safe, approved for the hazardous (classified) location, nor safe for the hazardous (classified) location:    a) EPC Powder Manufacturing Inc., 101 Loomis St., North East, PA.  On or about April 10, 2015, employees used a Tiger-Vac, model 2D-14 HEPA, to clean combustible dust from floors and surfaces in the production areas.  The Tiger-Vac, model 2D-14 HEPA, was not intrinsically safe or approved for the hazardous location containing explosive dust.
