Competent person training to include testing soil for soil classification and protective system to be utilized. B. Individual employees in the recognition of hazardous conditions such as, but not limited to: access into and egress from a trench, spoil placement, and the need for and correct implementation of protective systems.

29 CFR 1926.652(a)(1): Each employee in an excavation was not protected from cave-ins by an adequate protective system designed in accordance with 29 CFR 1926.652(c). The employer had not complied with the provisions of 29 CFR 1926.652(b)(1)(i) in that: At this trench site, employees installing a 24 inch casing were not protected from a cave in. The employees were entering the trench to slide the nylon strap down the casing to assist the operator in moving it forward inside the bore hole in the trench at a depth of 9.3 feet deep and 4 feet wide.
