Sound points of anchorage include structural members, but do not include standpipes, vents, other piping systems, or electrical conduit:     Hooks used to support three single point suspension boatswain chair scaffolds were not secured against movement by tiebacks while employees used the scaffold to paint the exterior of an approximately 90 foot high water tower.
