29 CFR 1926.454(a): The employer shall have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards.      Located along the perimeter exterior area of the structure employee(s) were observed installing siding from within the basket of a JLG 660SJ self-propelled extensible and articulating boom aerial lift without a lanyard attached to the boom or basket who were not trained on the applicable standards or procedures to be followed to minimize aerial lift hazards.
