29 CFR 1926.300(b)(1): When power operated tools were designed to accommodate guards, they were not equipped with such guards when in use:  In front exterior of the house, there was no guard on the steel cutting wheel on a Makita right angle grinder.  The owner of the company said the grinder came with a guard, but it was not onsite.  Employees that used the grinder to cut stone for counter tops were exposed to the hazard of being struck by the wheel.
