29 CFR 1926.502(b)(1): The top edge height of the top rails, or equivalent guardrail system members, was not 42 inches (1.1 m) plus or minus 3 inches (8 cm) above the walking/working level:Note:  When employees are using stilts, the top edge height of the top rail, or equivalent member, shall be increased an amount equal to the height of the stilts.    a) East end of the Mezzanine: A wire rope used as a top guard rail for a floor opening containing two side by side deaerator tanks was found to be between 35 and 27 inches from the floor.

29 CFR 1926.502(b)(9): The employer failed to ensure that wire rope used as a top rail was flagged at 6-foot intervals with high-visibility material.   a) East end of the mezzanine: The wire rope used as a top rail surrounding floor holes containing the Number 1 and 2 deaerator tanks, were not flagged with high visibility material.   ABATEMENT CERTIFICATION IS REQUIRED
