The condition exposed employees to fall hazards of up to 18 feet.

29 CFR 1926.1053(b)(1): Where a portable ladders was used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet above the upper landing surface being accessed: (a)Chavira, Jesus at 5413 E. 125th Drive, Thornton, CO 80241: On and before May 30th, 2015, the employer did not ensure that the ladder set on the lower roof, and used to gain access to the upper roof, was extended up at least 3 feet above the upper eave. The condition exposed employees to fall hazards of up to 8 feet.
