29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):      The employer does not protect each of its employees engaged in residential construction activities at 6 feet or more above a lower level with a fall protection system.  This violation was observed on or about June 2, 2015 at the construction site in Huntsville, TX where employees were exposed to a fall hazard of more than 6 feet to a lower level when accessing the second level to perform electrical work.     Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to protect employees engaged in residential construction activities at 6 feet or more above lower levels.

29 CFR 1926.1052(b)(1): Foot traffic was not prohibited on stairways where the treads and/or landings of pan stairs were to be filled in with concrete or other material at a later date and stairs were not temporarily fitted with wood or other solid material at least to the top edge of each pan.    The employer does not prohibit foot traffic on stairways with landings that are not filled in.      (a) This violation was observed on or about June 2, 2015 at the construction site in Huntsville, TX where employees were exposed to a fall hazard when accessing the second floor from the East end staircase with an unfilled landing.    (b) This violation was observed on or about June 2, 2015 at the construction site in Huntsville, TX where employees were exposed to a fall hazard when accessing the second floor from the West end staircase with an unfilled landing.    Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to prohibit foot traffic on stairways with unfilled landings.
