29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   For the construction site at 8th St. N and Arlington Ave. N, St Petersburg, as observed on or about 06/04/2015, fall hazards were present on site and Peregrine Homes, as the general contractor, controlled the site and did not ensure that fall hazards were corrected. The following hazards existed:  a) Employees of KKK Construction were exposed to fall hazards of 34 ft. while cleaning up debris on the roof of building #2 and no guardrails or other fall protection was available and used.

29 CFR 1926.501(b)(14): Each employee working on, at, above, or near wall openings (including those with chutes attached), where the outside bottom edge of the wall opening was 6 feet (1.8 m) or more above lower levels and the inside bottom edge of the wall opening is less than 39 inches (1.0 M) above the walking/working surface, is not protected from falling by the use of a guardrail system, a safety net system, or a personal fall arrest system.  For the construction site at 8th St. N and Arlington Ave. N, St Petersburg, as observed on or about 06/04/2015, fall hazards were present on site and Peregrine Homes, as the general contractor, controlled the site and did not ensure that fall hazards were corrected. The following hazards existed:  a) multiple windows were missing guardrails on the upper levels for multiple buildings on site exposing employees of the framing contractor, KKK Construction, to fall hazards of up to three stories.
