BGR had not provided training to workers on the proper use of hearing protection.   (b) Black Gold Rubber Recyclers, doing business as BGR on or about June 8, 2015, had not established and implemented an effective hearing conservation program.  Prior sampling found workers exposed to noise levels exceeding 85 decibels measured on the A scale and workers had not been given audiometric testing.  (c) Black Gold Rubber Recyclers, doing business as BGR on or about June 8, 2015, had not established and implemented an effective hearing conservation program.  Following OSHA sampling for noise BGR made some changes in the equipment being run which may have affected to noise levels which employees were exposed to, but resampling for worker exposure to noise was not done.  The BLACKGOLD RUBBER RECYCLERS LLC, dba BGR, was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.95(c)(1), which was contained in OSHA inspection number 806482, citation number 1, item number 1 and was affirmed as a final order on March 5, 2013, with respect to a workplace located at 6839 West Main Street, Odessa, Missouri 64076.   Abatement certification is required for this item; use the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET for this purpose.
