29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access.        156 Colonial Rd., Summit, NJ 07901-Employees performing a roofing installation operation were using a ladder to access the roof that was not secured and did not extend 3 feet above the working surface to allow for safe access to the roof.  The employees were exposed to fall hazards.            Condition observed on or about 06/19/2015.
