The original crane boom and base frame was designed for a truck's frame and outriggers; it was then secured to a structural steel frame and foundation without the manufacturer or a qualified person re-rating the crane and its load chart.  Among other methods, several feasible and acceptable abatement methods to correct these hazards are to:  1. Conduct load test in accordance with Manufacturer's Operating Manual and recommendation.    2. Conduct load test by a Crane Certifying Agency to establish credible load chart rating.  3. Validate maximum load capacity by Crane Certifying agency for crane with modified structure.

Defects include but are not limited to an inoperative boom angle indicator, defective remote, an inoperative Jib Stop/bumpers allowing the Jib to travel too low.  Additionally, the maximum intended load capacity was not marked on the crane.   2. Conduct daily, weekly and monthly inspections in accordance with the Manitowoc CraneCARE National Crane Maintenance Inspection Manual, page 3 (Daily Inspections); and page 5 (Weekly & Monthly Inspections).       3. Ensure that crane installation and modification are documented and in compliance with the crane manufacturers recommendations.         4. Ensure that operators are qualified to operate the crane and that operators meet the qualifications set forth in the National Crane Operators Manual, Section 2, Para 2-2, Operators Qualifications.
