Employee that accessed the steel beam from the aerial lift's basket who climbed up the railing of and out of the basket was exposed to falls of 31 to 47 feet to the ground below as he was not using fall protection.  Other employee operating the aerial lift's basket was standing on a box to give him an elevated work position.                                     Violation was observed on or about 06/12/2015.    b)  600 Route 23 South, Pequannock, NJ.    Employee using fall protection accessed the vertical and horizontal steel beams while climbing up and outside of the guardrails of the aerial lift.                                      Violation was observed on or about 08/21/2015.
