29 CFR 1915.51(b)(1)(ii): General mechanical ventilation shall be of sufficient capacity and so arranged as to produce the number of air changes necessary to maintain welding fumes and smoke within safe limits:    a) The employer's training on local exhaust placement for welders working in confined spaces or small enclosed spaces did not include how local exhaust for one welder's work area can effect another welder's work area and reduce the effectiveness of the local exhaust. On July 16, 2015, the arrangement of local exhaust for 5 tanks in Hull 3776 Engine Room created negative pressure areas in 3 of the tanks and exposed welders working in those tanks to elevated levels of carbon monoxide.
