OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to vehicular rollover and struck-by hazards created by operating earth moving equipment along a steep grade/rock ledge with changing soil, rock and grade conditions:  a) Canton Lateral Project:  On or about August 4, 2015, employees were operating earth moving equipment on steep slopes without implementing measures to address the hazards of changing soil, rock, and grade conditions. A Caterpillar D8T bulldozer was operated on a steep grade/rock ledge, slid off the rock, sunk its left track into soft soil while sliding and rolled over several times.
