29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  a) Roof, West Milton State Bank Alnwick Project, 397 Point Township Drive, Northumberland, PA - Employees walked and worked on a low sloped roof while placing siding on the cupola of the building under construction without fall protection. Employees were exposed to a fall hazard of fourteen-foot, eight-inches (14'8"), as observed on or about August 14, 2015.  In accordance with 29 CFR 1903.19(c), abatement certification is not required for this violation. The hazardous condition was corrected during the inspection.

29 CFR 1926.1053(b)(4): Ladders were used for purposes other than the purposes for which they were designed.  a) Roof, West Milton State Bank Alnwick Project, 397 Point Township Drive, Northumberland, PA  - Employees placed siding on a cupola while standing on a six-foot (6') step ladder that leaned against the southeast wall cupola which was not designed/intended for use while closed. The employees were exposed to a fall hazard, as observed on or about August 14, 2015.  In accordance with 29 CFR 1903.19(c), abatement certification is not required for this violation. The hazardous condition was corrected during the inspection.
