29 CFR 1926.503(c)(3): When inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill, the employer shall retrain the affected employee:  (a)  On or about August 7, 2015, the employer did not ensure that a roofer working on the mansard portion of the roof on unit 2920, understood the hazard of attaching the rope of his personal fall arrest system to the harness at the hip.  The employee needs to be retrained that the only safe location to attach to the harness is on the D-ring at the center of his back near shoulder level.    Abatement Note:  Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
