29 CFR 1910.132(a): Protective equipment was not used when necessary whenever hazards capable of causing injury and impairment were encountered.       On the west side of a building, an employee assigned to change out filters from air condition units on a commercial building was not provided fall protection and exposed to a fall of approximately 30 feet to the ground below.
