29 CFR 1926.651(h)(1): Employees were working in excavations in which there was accumulated water, or excavations in which water was accumulating, and adequate precautions had not been taken to protect employees against the hazards posed by water accumulation.    On or about August 19, 2015,on the north side of site, employees were exposed to cave-in hazards when working in an excavation in which water was accumulating, and adequate precautions had not been taken to protect employees against the hazards posed by water accumulation.

29 CFR 1926.651(c)(2): A stairway, ladder, ramp or other safe means of egress was not located in trench excavations that were 4 feet (1.22m) or more in depth so as to require no more than 25 feet (7.62m) of lateral travel for employees:    On or about August 19, 2015, on the north side of site,  employees were exposed to a fall hazard when entering and exiting an excavation without a safe means of egress.     The Hurtado Construction Company  was previously cited for a violation of this occupational safety and health standard which was contained in OSHA inspection number 891956, citation number 1, item number 1 and was affirmed as a final order on 5/23/13, with respect to a workplace located at Richmond Subdivision, Section 7,  Richmond, TX 77469.    The Hurtado Construction Company was previously cited for a violation of this occupational safety and health standard which was contained in OSHA inspection number 480201, citation number 1, item number 2 and was affirmed as a final order on 10/24/12, with respect to a workplace located at the Aliana Subdivision, Section 8, Richmond, TX 77406.

29 CFR 1926.652(a)(1): Each employee in an excavation was not protected from cave-ins by an adequate protective system designed in accordance with 29 CFR 1926.652(c).     On or about August 19, 2015,  north side of the excavation site,  employees were exposed to engulfment hazards when pumping water from inside the excavation without an adequate protective system.      The Hurtado Construction Company was previously cited for a violation of this occupational safety and health standard which was contained in OSHA inspection number 891956, citation number 1, item number 2 and was affirmed as a final order on 5/23/13, with respect to a workplace located at Richmond Subdivision - Section 7, Richmond, TX 77489.
