29 CFR 1926.451(e)(1): A portable ladder, hook-on ladder, attachable ladder, stair tower, stairway-type ladder, ramp, runway, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface was not used to access scaffold platform more than 2 feet above or below a point of access:  a)  At the jobsite, accessing the scaffolding, on or about 8/20/15:  Workers were using climbing the scaffold itself to access the work platforms at 5 and 10 feet from the lower level.    Abatement certification must be submitted for this item.
