29 CFR 1910.23(c)(2): A runway was not guarded by a standard railing on all open sides 4 feet or more above floor or ground level.       a)  Terminal yard:  On or about August 27, 2015 and at times prior to, a catwalk was used to access the tops of transport trucks to even out loads but the catwalk was guarded only by a metal chain and not a standard railing on the north side of the platform exposing employee(s) to a fall over 10 feet to the ground below.       Abatement certification IS required.
